Prohibited
Social scoring, manipulative subliminal techniques, real-time biometric ID in public spaces. Banned since February 2025.
Penalty: Up to ā¬35M or 7% global turnover
High-Risk
Biometric categorisation, critical infrastructure, education/employment decisions, law enforcement, migration management.
Penalty: Up to ā¬15M or 3% global turnover
Limited Risk
Chatbots, emotion recognition, deepfake generation. Must disclose AI usage to end users.
Penalty: Transparency obligations
Minimal Risk
AI-enabled games, spam filters, inventory management. No specific obligations under the Act.
Penalty: Voluntary code of conduct
